Excellency,
I write to urgently draw your attention to the ongoing restrictions on Muslim access to Al-Aqsa Mosque in Al-Quds Al-Sharif, particularly the denial of the opportunity to offer prayers during the sacred periods of Ramadan and Eid this year. These developments call for immediate action in light of the OIC's Charter-based commitments and its longstanding resolutions on Palestine and Jerusalem.
Demolishing the Al-Aqsa Mosque is the declared objective of the Zionist regime, which has already committed genocide in Gaza and which is now posing an existential threat to the whole of the Palestinian people.
The Charter of OIC 2008 places the question of Palestine and Al-Quds at the very heart of the OIC's objectives:
- Article 1(8) expressly mandates support for the Palestinian people in restoring their legitimate rights, including the establishment of a sovereign State with Al-Quds Al-Sharif as its capital. This necessarily encompasses the protection of Islamic holy sites, foremost among them Al-Aqsa Mosque.
- Furthermore, Article 1(7) obliges Member States collectively to support the restoration of sovereignty and territorial integrity of occupied territories, while the broader framework of the Charter underscores the duty to safeguard Islamic values and holy places.
- Article 21 establishes the Al-Quds Committee specifically to monitor and ensure implementation of resolutions concerning the city, reflecting the centrality of this issue within the institutional structure of the OIC.
Consistent with these provisions, numerous OIC summit declarations and Council of Foreign Ministers resolutions have repeatedly affirmed that Al-Aqsa Mosque is an exclusively Muslim holy site and have rejected any measures that restrict Muslim access or attempt to alter its status. These positions align with international law, which recognizes East Jerusalem as occupied territory and imposes clear obligations on the occupying power to respect freedom of worship.
The prevention of Muslims from offering prayers at Al-Aqsa Mosque during Ramadan and Eid represents not only a violation of international legal norms but also a direct affront to the objectives and principles of the OIC Charter. It undermines the collective commitment of the Ummah to safeguard its holy sites and protect the religious rights of Palestinians.
Furthermore, these unilateral actions represent a clear threat to international peace and security and warrant the invocation of Article 39 of the UN Charter to determine the existence of a threat to peace and to secure compliance with international law.
In light of these considerations, it is respectfully urged that the OIC, under your leadership, take immediate and effective steps to:
- Reaffirm, in the strongest terms, the exclusively Muslim character of Al-Aqsa Mosque;
- Demand the immediate removal of all restrictions preventing Muslims from accessing the Al-Aqsa Mosque for worship;
- Activate the mechanisms of the Al-Quds Committee to address the present situation with urgency;
- Mobilize coordinated diplomatic efforts among Member States to ensure compliance with international law;
- Advocate for the protection of the sanctity of Al-Aqsa Mosque and the uninterrupted exercise of religious rites therein.
The continued inaction in the face of such violations risks eroding the credibility of collective commitments and deepening the sense of grievance across the Muslim world. The present moment calls for principled, decisive and unified action consistent with the Charter of the OIC.
I trust that Your Excellency will treat this matter with the urgency and seriousness it demands.

عالی جناب،
میں آپ کی توجہ اقصیٰ مسجد، القدس الشریف میں مسلمانوں کی رسائی پر جاری پابندیوں، خاص طور پر اس سال رمضان اور عید کے مقدس ایام میں نماز کی ادائیگی کے موقع سے محرومی کی طرف فوری طور پر مبذول کروانا چاہتا ہوں۔ یہ پیشرفت اسلامی تعاون تنظیم کے چارٹر پر مبنی وعدوں اور فلسطین و یروشلم سے متعلق اس کی طویل عرصے سے موجود قراردادوں کے تناظر میں فوری کارروائی کا تقاضا کرتی ہیں۔
مسجد اقصیٰ کو منہدم کرنا صیہونی حکومت کا اعلان کردہ مقصد ہے، جس نے غزہ میں پہلے ہی نسل کشی کی ہے اور اب وہ پوری فلسطینی قوم کے لیے وجودی خطرہ بن چکی ہے۔
اسلامی تعاون تنظیم کے چارٹر 2008ء کی رو سے مسئلہ فلسطین اور القدس کو تنظیم کے مقاصد میں مرکزی حیثیت حاصل ہے:
- آرٹیکل 1(8) واضح طور پر فلسطینی عوام کو ان کے جائز حقوق کی بحالی میں مدد فراہم کرنے کا پابند کرتا ہے، جس میں القدس الشریف کو دارالحکومت بنانے والی ایک خودمختار ریاست کا قیام بھی شامل ہے۔ اس میں لازمی طور پر اسلامی مقدس مقامات کا تحفظ شامل ہے، جن میں مسجد اقصیٰ سرفہرست ہے۔
- مزید برآں، آرٹیکل 1(7) رکن ممالک کو اجتماعی طور پر مقبوضہ علاقوں کی خودمختاری اور علاقائی سالمیت کی بحالی میں مدد کا پابند کرتا ہے، جبکہ چارٹر کا وسیع تر فریم ورک اسلامی اقدار اور مقدس مقامات کے تحفظ کی ذمہ داری پر زور دیتا ہے۔
- آرٹیکل 21 خاص طور پر اس شہر سے متعلق قراردادوں کے نفاذ اور نگرانی کے لیے ’القدس کمیٹی‘ قائم کرتا ہے، جس سے اسلامی تعاون تنظیم کے ادارہ جاتی ڈھانچے میں اس مسئلے کی مرکزیت معلوم ہوتی ہے۔
ان دفعات کے مطابق اسلامی تعاون تنظیم کے متعدد سربراہی اجلاسوں کے اعلامیوں اور وزرائے خارجہ کی کونسل کی قراردادوں نے بارہا اس بات کی توثیق کی ہے کہ مسجد اقصیٰ خالصتاً مسلمانوں کا مقدس مقام ہے، اور انہوں نے ان تمام اقدامات کو مسترد کیا ہے جو مسلمانوں کی رسائی کو محدود کرتے ہیں یا اس کی حیثیت کو تبدیل کرنے کی کوشش کرتے ہیں۔ یہ موقف بین الاقوامی قانون کے مطابق ہے، جو مشرقی یروشلم کو مقبوضہ علاقہ قرار دیتا ہے اور مقبوضہ طاقت پر عبادت کی آزادی کا احترام کرنے کے واضح فرائض عائد کرتا ہے۔
رمضان اور عید کے دوران مسلمانوں کو مسجد اقصیٰ میں نماز ادا کرنے سے روکنا نہ صرف بین الاقوامی قانونی اصولوں کی خلاف ورزی ہے بلکہ اسلامی تعاون تنظیم کے چارٹر کے مقاصد اور اصولوں کی بھی براہ راست توہین ہے۔ یہ اقدام امت کے اپنے مقدس مقامات کے تحفظ اور فلسطینیوں کے مذہبی حقوق کے تحفظ کے اجتماعی عزم کو کمزور کرتا ہے۔
مزید برآں، یہ یکطرفہ اقدامات بین الاقوامی امن اور سلامتی کے لیے واضح خطرہ ہیں اور اقوام متحدہ کے چارٹر کے آرٹیکل 39 پر عملدرآمد کا تقاضا کرتے ہیں تاکہ امن کو لاحق خطرے کے وجود کا تعین کیا جا سکے اور بین الاقوامی قانون کی تعمیل کو یقینی بنایا جا سکے۔
ان حقائق کے پیش نظر، آپ سے احترام کے ساتھ گزارش کی جاتی ہے کہ اسلامی تعاون تنظیم آپ کی قیادت میں فوری اور مؤثر اقدامات کرے:
- خصوصی طور پر مسجد اقصیٰ کی مُسلم حیثیت کو پُرزور الفاظ میں دہرایا جائے؛
- مسلمانوں کو عبادت کے لیے مسجد اقصیٰ میں رسائی سے روکنے والی تمام پابندیوں کو فوری طور پر ختم کرنے کا مطالبہ کیا جائے؛
- موجودہ صورتحال سے فوری طور پر نمٹنے کے لیے ’القدس کمیٹی‘ کی سرگرمیاں فعال کی جائیں؛
- بین الاقوامی قانون کی تعمیل کو یقینی بنانے کے لیے رکن ممالک کے درمیان مربوط سفارتی کوششوں کو متحرک کیا جائے؛
- مسجد اقصیٰ کی حرمت اور وہاں بلا روک ٹوک مذہبی رسومات کی ادائیگی کے تحفظ کے لیے آواز اٹھائی جائے۔
ایسی خلاف ورزیوں کے خلاف مسلسل بے عملی سے اجتماعی وعدوں کی ساکھ کو نقصان پہنچنے اور پوری مسلم دنیا میں محرومی کے احساس کے گہرا ہونے کا خطرہ ہے۔ یہ وقت اسلامی تعاون تنظیم کے چارٹر کے مطابق اصولی، فیصلہ کن، اور متحدہ کارروائی کا تقاضا کرتا ہے۔
مجھے یقین ہے کہ عالی جناب اس معاملے کی حساسیت کے مطابق اس پر فوری اور سنجیدہ توجہ دیں گے۔
